Simultaneous substitution is a practice that is mandated by the Canadian Radio-television and Telecommunications Commission (CRTC) which requires all television service providers in Canada to temporarily replace the entire signal of one TV channel (U.S. network) with another (Canadian network) that’s showing the same program at the same time. While simultaneous substitution is most common on U.S. networks, sometimes a Canadian signal from outside the service area may be replaced with a local signal (i.e. CTV Thunder Bay over CTV Ottawa).
